On Saturday night I returned from a week of meetings in Korea, including a meeting of the IMS Korea CEOs and a regional Learning Impact Awards . . .

Some organizations in Korea, such as Daulsoft, have made great progress on QTI v2.1. See http://www.daulsoft.com/ for more information on their TeachingMate product that features some easy authoring tools. In addition, KERIS, as a government organization, is in a great position to mandate use of the QTI v2.1 standard.

Within the Korean market, it makes much sense to focus on QTI v2.1, as it is greatly improved over v1.2.1. However, how can the Korean product companies participate in the U.S. market, given that there are no QTI v2.1 "players"?

Well, a possible answer is for these QTI v2.1 products to include an export to Common Cartridge and QTI v1.2.1. I'm bringing this up because it seems to make sense and we often focus on migrating test banks from QTI v1.2.1 to v2.1. But, it seems to me that there is a period of time now where authoring tools that support the CC profile of QTI v1.2.1 will enable more commercial opportunity.
