Does LIT enforces to consume tool via a new resource link?
The LTI spec merely prescribes the mechanism by which an external tool (tool provider) is launched from within an LMS (tool consumer); it does not prescribe where these launch links can be placed within an LMS. Thus, there is no reason why an LMS could not permit a launch from within an existing resource. For example, the launch options within my open source LTI Building Block for Learn 9 include launching from a separate link, a module, and a link added via the text editor (which could be within an LMS tool, such as the instructions for an assigsnment).

In other words, can the tool be launched from within an existing resource in LMS and not as a new resource link?
