Resource Link ID history

Does anyone know what level of support there is for the $ResourceLink.id.history custom parameter?

This article indicates that only the "LTI building block for Blackboard Learn 9.1" and "Atomic Learning" support it:

If it's not widely supported and there are not likely plans to support it are there alternative ways to figure out what to do when a new resource link id shows up?

In case it helps, I believe that Moodle supports the $Context.id.history substitution variable, but not the $ResourceLink.id.history variable.
