The LTI 1.3 spec states that the value of the document_target property "MUST be one of: frame, iframe, or window". This is consistent with earlier releases of LTI. Is there any intention that this value should be case insensitive because I have had a report of a certified platform using uppercase in its accept_presentation_document_targets claim (which I assume should be using the same set of values as the document_target)?

We recently discussed this in the working group and agreed the spec is correct and unambiguous. The certification suite is too forgiving. At least one platform (Blackboard Learn) has a bug with this and will have a fix out shortly.
