LTI interoperability issue: Assignment and Grade service

I have found at least one certified platform which does not provide a full list of the scopes it supports in the scope property of the "https://purl.imsglobal.org/spec/lti-ags/claim/endpoint" claim in an LTI message. Please can I recommend that the specs be updated to make it clear that this property should include ALL supported scopes and that the 1EdTech certification process be updated to ensure that certified platforms do so. It can be confusing to a tool when scopes are omitted from this property; the only workaround appears to be to ignore this property and try requesting an access token to see if it is successful. Thanks.
