Names and Role Provisioning certification

The Names and Role Provisioning specification comprises two services: Context Membership and Resource Link Membership. I have found a platform that has been certified for this spec but which only supports one of these services (Context Membership). I had expected all certified platforms would be required to support both. What is the minimum requirement to be certified as a platform for this spec?

Is there anyone that can provide some information about the certification requirements for this service?

I have also found one certified platform which is returning the member element in its response to a Resource Link Membership service request as an object and not as an array of objects as per the spec. Hopefully you can add a test for this to the certification suite to prevent this being accepted in future.
