Role-scope mentor claim in reference implementation

The launch message sent from the 1EdTech reference implementation at https://lti-ri.imsglobal.org/ included the following claims:

"https://purl.imsglobal.org/spec/lti/claim/roles": [
"http://purl.imsglobal.org/vocab/lis/v2/institution/person#Instructor"
],
"https://purl.imsglobal.org/spec/lti/claim/role_scope_mentor": [
"a62c52c02ba262003f5e"
],

but this appears to be against the LTI 1.3 spec which states that the "sender of the message MUST NOT include a list of user ID values in this property unless they also provide http://purl.imsglobal.orb/vocab/lis/v2/membership#Mentor as one of the values passed in the roles claim" (see section 5.4.3). Please can someone clarify whether the JWT being sent is incorrectly including the role_scope_mentor claim.
