The OneRoster Conformance guide seems to indicate that there exists a OpenAPI specification for to the OneRoster Rest API. See:

Resurrecting this thread as it was the top hit when I googled for same.
I did find the IMS OneRoster validator which uses a JSON Swagger 2.0 file you could download.
Then there's OneRoster 1.2 around the corner (as of July 1st 2021 "Candidate Final Public"), which has links to Swagger 2.0 and OpenApi 3.0 JSON files buried deeply within the Rostering Service REST/JSON Binding document (if you prefer YAML, those are linked too).
